Beth Cobert: OPM Eyes Modified Qualification Review Board Process Through New Guidance

The Office of Personnel Management has released new guidance on submission procedures and materials that government agencies can implement when they consider applications for the Qualification Review Board.

Beth Cobert, acting OPM director, said in a statement posted Friday that the guidance seeks to comply with an executive order titled “Strengthening the Senior Executive Service” that was released in December 2015.

OPM’s document also offers information on how agencies can streamline the initial recruitment processes and suggests a framework that agencies can adopt to address preferences and needs.

“The guidance further highlights for agencies a number of valuable opportunities for training, partnering, and piloting of additional assessments,” Cobert, an inductee into Executive Mosaic‘s Wash100 for 2016, wrote in the release.

OPM also intends to develop leadership evaluation methods and alternative ways to document executive qualifications in an effort to modify the QRB process as well as the recruitment procedures for SES positions.

OPM will also evaluate the agencies’ recruitment procedures and introduce changes to the SES hiring process within 120 days of the guidance’s release.
