Adm. John Richardson Releases Navy Civilian Workforce Framework

Adm. John Richardson, chief of naval operations, has issued a framework on how to help boost the U.S. Navy‘s civilian workforce and called on other commands to develop strategies that will support service branch-wide goals, Federal News Radio reported Wednesday.

Jared Serbu writes the framework covers a model for a civilian Navy career broken down into four basic phases from entry-level to senior leader roles and the service branch will oversee the recruitment process, employee engagement and development of a performance management system for workers.

“We call this a framework on purpose,” Richardson told Federal News Radio in an interview.

“What it will do is charge each of those separate commands… they will be responsible for coming up with a strategy for making sure that the civilian part of their team is as well managed as the military part of their team.”

The service branch will also create a new civilian workforce advisory board that the office of the deputy CNO for manpower, personnel, training and education will lead as an advocate to develop a Navy-wide civilian workforce strategy.
