Elaine Duke Starts Role as DHS Deputy Secretary; John Kelly Comments

Elaine Duke, formerly undersecretary for management at the Department of Homeland Security, has assumed new duties as the seventh deputy secretary of DHS and she will act as the department’s chief operating officer in this capacity.

The nearly 30-year federal service veteran previously managed DHS’ business lines and its $47 billion annual budget, the department said Monday.

“I look forward to working closely with her as the Department continues to move forward in protecting our nation,” said Homeland Security Secretary John Kelly.

Prior to her undersecretary role, Duke previously served as DHS’ chief procurement officer and various positions within the Defense Department.

Duke also held the role of deputy assistant administrator for acquisition at the Transportation Security Administration, where she helped create an acquisition program to help TSA comply with a law that federalized baggage and passenger screening at airports in response to the 9/11 terror attacks.

Chip Fulghum, DHS deputy undersecretary for management, performed the duties of the deputy secretary before Duke was sworn in.
