DoD Unveils Policy for Voluntary Phased Retirement of Full-Time Civilian Personnel

workforceThe Defense Department has issued a policy for a voluntary program that aims to permit DoD civilian employees who are eligible for retirement to submit applications to work on a part-time basis at the department as well as receive a part of their retirement annuity, DoD News reported Wednesday.

DoD said in the directive-type memorandum released Tuesday that full-time civilian staff who plan to participate in the Phase Retirement Program will need to seek approval from authorized officials within DoD components.

The policy will also require component officials within the Pentagon to approve phased retirement requests based on written criteria that adhere to the regulations of the Office of Personnel Management, according to the document.

Civilian personnel that intend to participate in the program will work to facilitate knowledge transfer by mentoring “other employees for at least 20 percent of their working hours,” the document said.

DoD officials said components could also set timeframes for receipt of phased retirement requests through the development of implementation guidelines, according to DoD News.
