GSA CIO David Shive: DevSecOps Cuts Time, Costs of Federal IT Modernization

David Shive, chief information officer of the General Services Administration, said a technology platform called DevSecOps is helping the department test new tools faster and at a lower while bringing innovative information technology to the government, Federal Times reported Monday.

DevSecOps provides GSA with the ability to build systems and programs on a rapid, rolling basis and secured process, Shive said at the recent ServiceNow Federal Summit. 

“We do incremental funding and incremental delivery. The outcome of that is a continuous integration of new capability as the business of GSA changes,” he said.

The IT model also enables the agency to significantly cut spending on modernization efforts over the past years.

Shive said the GSA budget decreased 17.8 percent annually in the past five years following implementation of DevSecOps. He added employee satisfaction among  those who use the technologies acquired through the IT model increased by 20 percent during the period.
