Will Roper, the U.S. Air Force’s acquisition executive and a 2020 Wash100 Award winner, said the service is seeking new acquisition authorities from Congress that would allow it to shift funds from one space program to another, Breaking Defense reported Thursday.
“One of the things that we are very passionate about for space acquisition is trying to consolidate the space portfolio into a few number of program elements,” Roper told reporters Thursday. “Well, the way that the Air Force and now Space Force put their budget submissions into Congress, it puts all of the programs into individual program elements, and that’s like locking [each] program into a little financial prison.”
He said Defense Secretary and fellow Wash100 Award winner Mark Esper is reviewing the space acquisition report containing the request for such authorities. Air Force Secretary Barbara Barrett will submit the report to Congress in compliance with the 2020 National Defense Authorization Act.
